Adult Services - Accommodation and Residential

For mental health consumers who experience a long-term or acute illness intensive support is often required. Residential and accommodation services provide consumers with short and long term options for care at different levels of intensity. The Southern DHB contracts these services from community based providers.

Respite care, which is normally always planned, provides consumers with short-term relief. Those who are more dependant and acute will often receive care in level three or four homes. These services are based in the community and attempt to provide many of the norms and routines that most people are used to.

For those aged over 65, care is often provided by Rest Homes. These consumers also receive additional support from secondary care specialist services.


Pact Southland is the largest provider of supported accommodation services in the Southland District for Mental Health Consumers aged 18 and over. The service is based in Invercargill and is a district-wide contract. Supported accommodation is for people who are recovering from a mental illness and who are unable to live on their own. Eligibility for these services requires a referral from a health professional or the Southern DHB Mental Health Needs Assessment Service. Pact provides the following range of services:

  • Supported Accommodation Service: 24/7 awake support provided in a community of seven modern 3 bedroom houses (16 beds available). Care includes rehabilitation programmes as identified in individual personal plans to promote recovery and independence.
  • Respite Services: Support is provided to consumers who live independently but who need temporary relief from caring for themselves. Planned and emergency accommodation is available. Three respite beds are available.

Te Kotuku is a Kaupapa Maori 24 hour residential rehabilitation and planned respite facility (Level 4) for adults who experience mental illness (non-Maori clients are also accepted). Te Kotuku employ 6.2 FTE staff and the service is delivered from two houses in Invercargill with 7 general beds available, and 2 respite beds. They also employ one full-time community support worker (Kai Awhina). Te Kotuku has a district-wide contract and access to the service requires a psychiatric diagnosis and needs assessment. The service supports approximately 65 people each year.

Bainfield Park is a multi-purpose residential care provider based in Invercargill. They have a district-wide contract, and have available 4 beds for mental health clients. They also provide residential support services for people with intellectual and/or physical disability and the elderly.
